Non-Resident Borrowers Policy


In an effort to ensure consistently high-quality service to Clermont County residents, and be accountable to funding sources, the Clermont County Public Library has adopted the following guidelines for non-resident (out-of-state) borrowers:

  • An annual fee of $75 per card will apply to out-of-state residents.

  • This fee will be collected in full at the time of application for a new card, or upon renewal of a non-resident’s library card.

  • There will be no refunds for non-resident fees, either in full or partial, for unused time.

  • Cards issued to non-resident teachers employed at a Clermont County school are exempt from this charge.

  • Current Clermont County Public Library staff and retirees are exempt.

We currently have an unexpected outage of our digital Cincinnati Enquirer/USA Today access. Staff are aware and working to resolve the issue. Our apologies for any inconvenience this causes. You can visit the Amelia, Batavia, Bethel, Miami Township, New Richmond, or Williamsburg branches to read a physical copy.
